Brine Shrimp & Water Quality

I recently started hatching shrimp for feeding, but I'm finding now that the ammonia and nitrite levels are never at 0, and I'm getting worried.
At first I thought I was adding too much shrimp, but now that I've reduced the amount it hasn't helped much

I also have a packet of Purigen in the tank. Is there anything I can do? Should I be rinsing the BBS? I've just been using one of the hatching dishes, and I'll take a baster and just grab a small amount each time
